Pump Lane (Chelmsford) crossing improvements

To make the Pump Lane and Crocus Way area in Chelmsford safer for all users, we are proposing a number of improvements which we would like your feedback on.

The proposed improvements include:

  1. building-out a section of the kerb into the road on Mayne Crest to make it narrower and safer for both pedestrians and cyclists to cross.
  2. converting the existing footpath between Mayne Crest and Pump Lane to a shared path for both pedestrians and cyclists to use. A cycle track conversion order under the Cycle Tracks Act is needed to do this.
  3. upgrading the existing footway to a shared path between the junction of Mayne Crest and Pump Lane
  4. upgrading the existing zebra crossing to a signalised toucan crossing which will make it safer for everybody to cross, especially slower-moving users (eg children, those who are partially-sighted or have mobility issues). New dropped kerbs will also be installed and the lighting ugraded.
  5. upgrading the existing footway to a shared path between the Pump Lane crossing and Crocus Way.
  6. introducing new dropped kerbs, tactile paving and cycle markings at the junction of Pump Lane and Crocus Way to make it safer for both pedestrians and cyclists.

In addition, we are proposing introducing double yellow lines on part of Crocus Way and the junctions with Pump Lane, Clematis Tye and Forsythia Close to deter dangerous parking.

These proposed improvements follow some early engagement work we undertook with the local community in 2023 which identified concerns about congestion and safety on Pump Lane. We have now received funding for these proposed improvements from Active Travel England and hope that future funding will enable us to improve other sections of the overall walking, cycling and wheeling route (know as Local Cycling and Walking Infrastructure Plan Chelmsford 3) which starts in Chelmsford city centre and continues into the Springfield and Beaulieu Park residential areas.
