Pump Lane crossing improvements (ATF4)
To make the Pump Lane and Crocus Way area in Chelmsford safer and more accessible for all users, we consulted the local community in 2025 about a number of proposed improvements which included:
- converting the existing footpath between Mayne Crest and Pump lane to a shared path for both pedestrians and cyclists;
- upgrading the existing footway to a shared path between the junction of Mayne Crest and Pump Lane;
- upgrading the existing zebra crossing to a signalised toucan crossing;
- upgrading the existing footway to a shared path between the Pump Lane crossing and Crocus Way;
- introducing new dropped kerbs, tactile paving and cycle markings at the junction of Pump Lane and Crocus Way; and
- introducing double yellow lines on part of Crocus Way and the junctions with Pump Lane, Clematis Tye and Forsythia Close to deter dangerous parking.
Construction will begin on 21st July and is expected to last for six weeks. A letter to local residents has been delivered notifying them of the construction dates.
Background to the consultation
Following the community consultation (which took place between 9th June and 6th July 2025), we published a consultation summary report.
We reviewed all the feedback and published our response. In addition to the improvements originally proposed, we are including the following based on the feedback received:
- adding new cycle parking on the grass verge outside the shops on Crocus Way; and
- making minor alterations to the layout of the pedestrian guardrails and bollards on the shared use path
The funding for these improvements comes from Active Travel England as part of the Active Travel Fund 4 (ATF4). We hope that future funding will enable us to improve other sections of the overall walking, cycling and wheeling route (know as Local Cycling and Walking Infrastructure Plan Chelmsford 3) which starts in Chelmsford city centre and continues into the Springfield and Beaulieu Park residential areas.
