In autumn 2023, we held a number of engagement activities including an online survey, a drop-in event and sent all residents living within 300m of the proposed route a letter setting out the proposed plans and asking for their feedback for the proposed Chelmsford 3 walking and cycling route.

We have since secured funding from Active Travel England as part of the Active Travel Fund 6 and are now in the process of finalising plans to carry out improvements on Lawn Lane. The proposed scheme includes replacing the existing uncontrolled crossing with a new signalised toucan crossing, adjusting the carriageway width and removing the splitter island. Additionally, the cycleway link from the crossing will be upgraded to a 3m-wide shared path between Waveney Drive and Downsway and a new link will be added on Lawn Lane to allow cyclists to cycle through to Waveney Drive without dismounting.
We hope that future funding will enable us to improve other sections of the overall walking, cycling and wheeling route (know as Local Cycling and Walking Infrastructure Plan Chelmsford 3) which starts in Chelmsford city centre and continues into the Springfield and Beaulieu Park residential areas.

Traffic Regulation Order consultation

Before finalising the plans to upgrade the crossing, we will be undertaking a Traffic Regulation Order (TRO). A TRO is a legal order and enables the county council, as the highway authority, to manage traffic in the county. Examples of TROs include parking restrictions, speed limits, one-way streets, weight restrictions, no right/left turns and loading bays.
